Do a search on Voat for "zephyr". There was some good discussions a few months back. Also, he did a couple of short vids on Adam Green of Know More News that Adam tweeted about last summer.

It seems like an easy enough thing to utilize if you wanted to target certain people, but it doesn't matter if corona virus, or any reason the swat can show up and people will just stay bystanders. So, whether true or not about project zephyr, it's true in a certain sense.
