Stop subsidizing wal-mart &etc.

Force grocery-delivery services to equitably offer their services to residents in all locations. Otherwise you get this "Hunger Games" (pardon the pun) districts-vs-Capitol, haves- and have-nots (the cities get all this luxury and services and ways to spend their foodbucks on healthy shit, rural people get the shaft even though that's where all the nation's wealth derives).
