I heard an interview with an energy company executive not too long ago (maybe a couple of years ago) who was asked about his oil & gas company expanding its facilities to meet new fuel demand in California. He explained that a new refinery was a multi-billion dollar investment that his company was never going to make in a state where every single politician was salivating at the thought of endless fuel tax increases, Cal Air Board fees, fines and penalties, and possible lawsuits from the Cal Attorney General to recover the "costs" of greenhouse gasses and climate change to the state. He basically said, "Fuck 'em. I hope they enjoy their solar panels. We're not dropping another dime in this dump."

I imagine maintenance and upkeep on a refinery is also a very expensive endeavor. In that same hostile environment I don't blame them for cutting their losses and just shutting it all down.
