Self-checkout is being sabotaged by both the employees/execs because it competes against their business model.
Employees don't like them because it shows how unnecessary and artificial their jobs really are which threaten their job, and execs don't like them because it increases product throughput thus turning their 'customer designed' stores into product warehouses and increasing labor demand to fill those warehouses and requiring corporate decisions and work effort to change the store design product chain. Execs don't like to do actual work, but push work and responsibility to their lower employees/managers who don't care enough or have the resources or authority to solve the problem.
What you get in the end result is the cluster fuck experience and incompetency of modern day store shopping death spiral.
