the bottom 5-20% should be fired. The argument sounds like a fat person proclaiming they're an olympic runner and they deserve a trophy too even though they didn't finish the marathon
If a manager is competent, they're going to build a high performing team where their "worst" employee would be above average on a more typical team. This creates a perverse incentive for employees to move to the most inept team possible to insure they're racked well.
For truly mediocre teams where you do have people who're actually bad...yeah they do need fired.
