I worked at a place in the late 2000s that did stack ranking. Our manager decided to give the entire department a low rating while coordinating with other managers to work the budget around. I only found out because I was buddies with the Unix team manager. I let the rest know what happened and a few months later when the annual "grade the manager" survey came around we desecrated him. One of them wrote up a three page summary on how he throws the department under the bus, bad decisions, etc. He was massively pissed and had a meeting to just bitch us out. Side note, the CEO must have been impressed with our assessments of the fucker because he was made a director a couple of years later.
