A Chinese company doesn't need the CAD files, they can simply drive a Tesla across the border from Hong Kong and disassemble and reverse engineer it.

There are no big secrets to the car or manufacturing process.

It's also likely that China could just pay one of their expat engineers for the design files if they wanted them and didn't already have a backdoor into their network.
