There is no brain drain and never was. It's all pure propaganda intended to deflect from the fact that foreign agents who enter into education and hiring are trying to subvert western nations by actively barring the native populace from STEM education and employment to create a false narrative that enables them to deceive the public into believing they need western governments to relax laws regarding hiring foreigners in fields critical to national security and defense.
