That's pretty significant. And I understand the stated objective (deterrence, rehab programs, etc.) but the homeless of Portland and Eugene aren't going to look at their monthly budget and forego their wine - they'll steal, rob, or do anything. And knowing what I know about Oregon, they'll act with impunity.
It seems like a different way to move craft breweries out of Oregon for some reason I can't comprehend.
Then again - when the Bolsheviks gained power they tried to ban alcohol. When that didn't work, they created a "state sponsored" vodka which was very lucrative.
