There are several like this in China. I feel like they do them on purpose now as some sort of tourism thing. They can just literally tell them to fuck themselves, remove them and demo the property but now and then they just leave one if the residents (they are commies, the state owns everything) put up enough of a fight they just say screw it and that people might travel to see it.

My dad did that. He refused to sell the house hoping that he could get more money out of the state/county. They just built a curve around it.
