A castle by definition has defensive aspects to its form and architecture. This building has none. If you want to get all technical and open up a dictionary (dictionary.com) there is typically a 3rd or 4th definition that is "Any big building built in the style of a real castle..." So it does not have to have real crenelations and arrow slits and towers... but it at least has to LOOK like it does.
