The reason is Castro was 100% funded by the CIA/US government and then he calls up the Soviets and says "hi, I'm a communist! come on over". US policy became "embargo the island and let it rot". This will never change today for the next 100 years until the people overthrow the government or the Castro family dies off. The housing problem there is exactly what the US wants. An island of nothing but misery and despair.
