Shuttles cannot carry that many. Maybe 50 out of 400 would be saved, even if goes as planned.

You have the shuttles, captain's yacht, escape pods...and extra room in the transporter pattern buffers. Oh and i forgot...room in the photon torpedoes. (It never goes as planned...it is the Kobayashi Maru.)

Only Scotty used the buffers for such purpose and in the episode, it was 1 buffer per person. So I doubt that the extensive modifications could have been completed in time and that, even so, the buffers on the shuttles could only hold a handful extra.

But going further, there are the escape pods that could send all the people to the federation's side of the neutral zone, leaving the ship in the zone to self-destruct (or captured by the Romulans!).

Just send all the people in escape pods to the federation side of the zone.

Would the Romulans just shoot all the vehicles (escape pods or otherwise) trying to leave the neutral zone? I would think so.

Since it is an adaptive simulation....yeah, the enemy would shoot the escape pods. Or the kobayashi Maru would be caked through sensor ghosts, false transmissions, etc.
