I was listening to NPR just recently. You are basically correct, they are using the "other high crimes and misdemeanors" clause for whatever they think will stick.

The gov't can make littering a felony....so whatever they impeach and kick out a president would be then defined as being in the bucket of "other high crimes and misdemeanors". Even littering.
