From the post:

>The Bureau of Land Management has made it official Tuesday — coal leasing will end in the Powder River Basin by 2041. The move follows a court order in a federal lawsuit, Western Organization of Resource Councils et al. v. Bureau of Land Management. The judge on the case directed the BLM to redo its environmental analysis, and include both no-leasing and a limited coal leasing alternatives.

Powder River Basin coal is the coal used for power plants in US. Without this resource coal plants will probably have to import coal or close. The reason for this is that PRB is low sulphur.

Eastern coals tend to be higher sulphur and are not used as much for power generation. Eastern coals have better heating value and lower moisture but it is the sulphur that matters in the current regulatory regime.
