I was going to ask why they wouldn't shoot it out but I guess when all you are looking at is misdemeanor crimes why bump it up. It also seems like the people that police kill during these crimes should be more criminal to the officers. How can they apply the death penalty to misdemeanor crimes?

Possible but at the same time. The total stack of those crimes should require a MUCH higher bond if one is given at all.

I completely agree. I don't understand how all those could just be misdemeanors. If there isn't going to be punishments for crimes then why even bother pretending anymore?

The police chase alone (if around civs, which it was) should have been a higher charge. Just guessing this particular person has some connections or something. It would usually be at least regional news for something like this but its not even being reported out of WY.
