During the Clinton Era Russia was trying to get into NATO. Why was that denied?

During Trumps first term we were looking at visa-free travel for Americans to Russia. Why did that not happen?

If the USA and Russia were allied it would be the most violent and powerful fighting force on the planet. (((Who's))) trying to keep that from happening?
