All you have to do is run a geiger counter over the fish to see if they have elevated radioactivity. It's fucking simple.
Also if you do the math on the volume of water in the ocean near Fukushima and the amount of radioactivity they are releasing, it's a non-issue.
Just test the fish for radioactivity for a few years until everything comes up clean, and it's over.
Oh, and don't build nuclear power plants at sea level unless they have passive safety. Pebble bed reactors solve 100% of these issues. No idea why we aren't building them.
