Documents seized during the SMO, which were in the Veterinary Laboratory of the Reserve, confirm the involvement of the Kharkov Institute of Veterinary Medicine in the work of the American up-8 and P - 444 projects and preparations for a so-called Flu-Fly-way project.

What is the purpose? I can only think of one; the goal is and was to create biological weapons for a biological warfare!
