The Zelensky leadership made it very complicated to classify a soldier as dead. To have a person be declared dead, you need the body being physically recovered.

That's why their death toll is comparably 'low' (sleight of hand counting). MIA are not considered KIA and also why Wagner has been boxing up dead ukraines for many months now and sending them back in their areas of control = Ukraine has to then officially notify the family, register the dead and pay out a death fee to the next of kin, iirc.
