The real irony of this is that Fells Point has been a wretched hive for centuries. Literal pirates... errr... "privateers" were the main patrons there for ages, not to mention people who were Shanghaied to work on crab boats or elsewhere only to be shot and thrown into the harbor when the work was done. The whole place was nothing but night clubs, drugs, and gangs all through the 1980's until it was gentrified.
It takes someone who is willing to crack the whip to keep Fells from returning to form, not the product of prison gangs running the city.
