At least in the US population there is a ratio that will not comply no matter what. Its around 33% of the total population. A lot of research shows that it takes around 11% of the population to overthrow a nation. I do not want or expect any of those people to do so but it just shows there there is a large group of people that understand that the government exists at the behest of the governed.. Not the other way around.
