Could be, or could be she is the corporate filter, just relaying policy as instructed. The issue is that she is obviously constructing a case for action based on the the fact that others are not complying with her (or her boss’s) desires, rather than any concern for the beliefs, opinions, dignity, or wellbeing of others.
