Is it really? The Japanese government has been gradually stepping up efforts to preserve their suburban and rural countryside communities. This maybe just an escalation of that as their birthrates continue to decline.

It's not that odd. Seoul has the same problem as Tokyo. The whole country practically revolves around it by design, which is obviously a stupid design, and they've realized it too late. Thus anyone who's not in Seoul wants to move to Seoul, and those already in Seoul want to stay. Tokyo's no different. This plan is desperate and probably will be ineffective, but it's not odd.
Foolish on the part of Japan's leaders. This is not enough money to incentivize anyone to move out of Tokyo, but those with children who are intending to move anyway will take the money and pocket it.
Exactly are they going to pay the difference of their lower paying job and moving costs too?
