Gee, I wonder why? Russia constantly keeps investigations private. Look up Smolensk sometime. A Polish plane crashed carrying nearly every high level official in Poland in a town called Smolensk Russia. Guess what? They wouldn't allow the Polish to investigate the crash. I wonder why.
