Was it really 100% votes for Lula? It's possible that some "precincts" would be 90%+ for one candidate, as we regularly see here in the US. It's possible that those "precincts" were not counted early because of the difficulty in quickly collecting the ballots in those areas. Possible. But if the counts were much closer to 100%, that's just not possible.
