Violence is the solution. Governments EXIST by threats of violence - that's what a law is. It's an agreement of the whole that violence is acceptable to use on those who break the agreement (law).

A government exists under the explicitly agreed upon condition above by consent of the governed. When that consent is relinquished through either sides action then the word violence means nothing as it's now a form of rebuttal against the broken agreement.
