That's not how this works, China are building a massive port in Lamu, Kenya ($23 billion corridor), this is funded from Ethiopia, South Sudan and Kenyan budgets, when they fail to make repayments on that, China will own the port. The strategy is all about getting dumb nogs to build grand schemes and get in over their heads, at which point China steps in and runs it.
This isn't "prosperity", this is handing their countries over to China to set up new businesses, all of which will be Chinese owned, nogs will just be the people sweeping the floors and living in ghettos while new Chinese people emigrate to their new colony

China doesn't need nogs for anything, they are just there to exploit them.
Of course they exploit them. It's just that being slaves of a CIA warlord was even worse.
It's disingenuous to pretend there were two alternative ways of doing this and we just picked the CIA one.
The EU provides direct aid to nogs, the Chinese just build ports and roads to get what they want.
It's like me building a road through your garden because I need to drive to my job, and then expecting you to be grateful for your new road.
The EU also tried the infrastructure way, like building water wells and hospitals. But most of the money went to the ruling families and ended in Swiss bank accounts.
The EU also invested in education, many of the brightest went to western universities - and stayed there, a brain drain. China did the same but then sent them back to maintain the Chinese built infrastructure.
