Exactly, the gov't doesn't care about protests but if they were being dragging into the streets and killed like they deserve they'd care. These people are evil and corrupt and lack empathy which is why nothing short of extreme violence will stop them.

So they fanned the flames of revolution, murdered priests, nuns, holy men and innocent people, including their own royal family.
