Back in the 80's when Jesse Helms ran US policy in Africa it was common knowledge that Jonas Savimbi and his UNITA terrorist army were bankrolled by Washington in Angola. What was less well known was the same was happening in Mozambique: a terrorist named Afonso Dhlakama and the RENAMO terrorist guerrillas he commanded murdered hundreds of thousands of people with US weapons and support. The more things change, the more US policies remain the same.

Just another project to sell to the politicians to justify the perpetually increasing budget of the DoD. And to keep the weapons manufacturers rolling in cash. Gotta shoot up those bullets and missiles somewhere, so they can make more.
