500 million is no more nor less manageable than 5 billion or 15 billion. They want control and an entire world to expand into. They will keep the minimum necessary for that purpose, while ensuring healthy genetic diversity of their existing small gene pool. That minimum size is closer to a small to medium sized city, probably 50-150,000 people- 144,000 seems apropos to their goals of control and efficiency expectations. They will kill everyone else on the planet to eliminate the possibility of score settling with or from rivals.
