President Trump wouldn't work with them on their nuclear program like Obama did for one. And the Iranian leader blames Trump for the airstrike that killed Gen. Qassem Soleimani about a year ago so he's out for blood. A couple of years ago the Iranian president threatened to attack the U.S. if we attacked them. As a result Trump warned them that they would pay dearly if they did attack us. From what I read, the Iranian government welcomes a Biden win because they believe the agreement they reached with Obama will continue.

That's a good question.

Again they are blaming him for the generals death as a possible excuse to end his life. ( If that's what they really mean via the threat) And since they may believe Biden will pickup where Obama left off with their nuclear program, maybe they're trying to ingratiate themselves with the left? Just a theory.
