The government must present its plan of action before the municipal. But between the outbreak of the phenomenon, the unpreparedness and the partitioning of the authorities and the risk of stigmatization of muslims, the task proves to be tricky.
What to do?
WhereasEmmanuel Macron estimated in October, after the bombing of the police headquarters, that the battle against communalism was "a fight is essential," the executive is actively searching for a device to counter this phenomenon. The size of the project is huge – the warning signs are multiplying on the growing influence of islamist in many areas, but also in sectors such as education, sport or health. To address this, the authorities seem helpless.And the risk of stigmatization of muslims in France complicates the task. "The plan is not finalised, but it will be ready before the municipal elections", promises-one to the Elysium, without fear of being accused of electioneering.
But a minister shows himself puzzled : "Macron wants to move forward, that's for sure. But the problem is that you advance in the blur..." The topic, whatever it is, is "at the heart of act II," according to the Elysée. It has already occupied part D – dedicated to the proceedings of the Council of ministers, in December and again 6 January. Two meetings of the members of the government concerned (Interior, Justice, national Education, Health, local government, Youth...), held on 5 and 16 December at the Elysée. The same should be reflected in the next few days. "Ministers are under pressure from Macron, who asked them to make proposals stronger," said a connoisseur of the folder.
The ISB has listed 150 districts under the influence of radical islam
On 5 January, after the bombing of Villejuif, the minister of the Interior, Christophe Castaner, sent a telegram to the prefects and ask them to meet the GED (assessment groups in the county). The ISB has recently mapped the approximately 150 districts "required" according to it by the islamists : a classified document secret-defence, which has not been disclosed, with the exception of the Interior, even to the ministers concerned. In addition to the suburbs of Paris, Lyon and Marseille, for a long time affected by the phenomenon, there are several cities in the North : among other things, Maubeuge, where the Union of democratic French muslims (UDMF) reached 40% in a polling station, and where "the situation is alarming" ; the agglomeration of Denin ; or Roubaix, where, "although historic, the situation takes on alarming proportions", according to one prefect. But also areas that are more unexpected, such as in Haute-Savoie or in the Ain, Annemasse, Bourg-en-Bresse, Oyonnax or Bourgoin-Jallieu. Even more surprising, "the emergence of microterritoires that salafisent in areas that are improbable," says the prefect, as Nogent-le-Rotrou, in Eure-and-Loir.
Christophe Castaner was published at the end of November, a circular on communitarianism
On November 27, Castaner has sent to the prefects a circular stating that "the fight against islamism and the decline in community is a new axis of [their] action". The minister urges the services of the State to insist on "follow-up of the school-leavers" and the "regulatory compliance" in "hygiene", "sports activities","home of the miners", of "fraud" and "laundering". The Interior has asked for the services of Gerald Darmanin, in Bercy, to provide tools and experts to carry out the financial controls of certain associations.
Similarly, the circular Castaner encourages the "establishment of a cell-departmental services of the State" on the subject. But also to "the association of the elect in the work of detection", the latter being by definition better informed about the "claims on the schedule of the pool" (non-mixed), the "community services" and "déscolarisations".
This is to cater to this dark diagnosis of a high-ranking official : "What level of information shared between the services of the State? Zero. Including between the State and the municipality, and even within a prefecture, it is rare that they speak of. The prefects and cops have info that they do not share with national Education. Elected officials also know a lot. Boundary spanning, it is the crucial issue of this fight."A minister confirms : "Castaner can do his show with his small, muscular arms, but if we do not have the support of local communities, we're going in the wall."
The risk of stigma is never far away.
In the continuity, it is the minister of Justice, Nicole Belloubet, which was signed on 10 January, a "circular on the protection of secularism and the fight against radicalisation and communitarianism", accompanied by a fact sheet summarizing the range of qualifications on criminal that the judges can use. The angles of attack, "equality between women and men": "It is important that the criminal policy provides a sanction for offences of contempt of gender observed in some of the neighborhoods in which some claim to dictate to women how they should behave and dress", recommends that the garde des Sceaux. It also attracts the attention of prosecutors on the "phenomena known as avoidance of school, in favor of the operation of schools outside of the contract, or on-line teaching, may act as vectors, feeding the fractures clannish". But in the field of the school, where the minister Jean-Michel Blanquer is camped on a secularism farm, the risk of stigma is never far away. Maryvonne Caillibotte, public prosecutor of Versailles, sums up : "we need to know to make the difference between a challenge to the republican values, with the establishment of a counter-society based on a religious text, and the free exercise and respectable a religion." With a pitfall of the law : "In reality, when one speaks of communalism, we do not speak of religions, but of islamism, note a responsible police officer. And in French law, it is not possible to treat only of islamism."

Should there be a new draft of the specific law? The ministers are discussing it currently. Neither the Élysée palace nor the Interior are convinced, who believe that this policy should lead to "right constant". A new president for the CFCM.
Except surprise, Mohammed Moussaoui is expected to be elected today president of the French Council of the muslim cult (CFCM), the main interlocutor of the public authorities with regards to this religion. This Franco-Moroccan of 55 years, who has already presided over the proceedings from 2008 to 2013, remains the only candidate after the withdrawal of its competitor, Chems-eddine Hafiz, all the new rector of the Great Mosque of Paris.
