Yes, it's obviously a war crime but everyone ignores US crimes because there actually is no international law. For example Dick Cheney visited Canada many times for non-diplomatic reasons, and under international treaty Canada had the duty to apprehend him and try him for war crimes. They did not. The law exists only to punish the people they want, eg. African war lords that didn't follow their directions, or Assange.
