Most of Eastern Europe is white. Slovakia, Czechia, all former Yugoslavia, Slovenia, Poland, Eastern Germany, Baltic States, Hungary, Albania, Belarus, Bulgaria, Romania. Any former communist country. Roma gypsies are the only 'problem' in some of them.
I have not been to Moscow, but St. Petersburg is really nice. General rule is the further east, the worst it gets
