But especially for European civilians, this also says that you need to be prepared for trouble and build your own personal resilience as best you can.

Even by building up a stock of food and thinking about keeping warm when the grid goes down.

I doubt that. I would rather goto jail than the front lines and they know that. You'll be chain-ganged and sent into a meat grinder
