Too easy. If nobody shows up, they don't have enough jails to house everyone. If everyone is "under arrest" they don't have enough men to run head first into their deaths, so their army will be forced into not attacking and surrender. Whoever replaces the government will probably free/pardon all of the men.

As a citizen of the United States I was disturbed by the time pressure. Then I looked up that Poland is only 400 miles wide. That's about as wide as two of our states. The men who are called up will certainly have time to drive to a base
