They have every right to do this. Italy has recognized, sovereign waters in which they are free to do as they please. Shoot some warning shots at migrant boats. After about 10 or 20 incidents, they'll get the message back in Africa that it's dangerous.

How about they just start sinking the trafficing boats. I think one mysteriously sunk a few years ago.... more of that would be good.
