By getting rid of the used cars in the CFC program, he destroyed the secondary market for used vehicles which meant people had to buy new cars from the automakers since there were few good used cars left. The (((MIC))) did the same by depleting the existing stores of used weapons so that new orders have to be made to continue the grift in (((Ukraine))).
