That's what everyone wants to believe, but I can guarantee you, the government will end up with access to your money in the end. They will never all truly anonymous transactions.

Constitutionally, I believe, this is meaningless. Congress has already legislated its property, not currency. Not even the secret service has authority over it.
This means it's private property.
EO only controls the federal government's interpretation of law.
Any interpretation they provide applies to all private property. If something shady shakes out here, it's likely a hugely illegal, tyrannical, overreach against all private property. Which is a concern for socialism, communism, and fascism.
