Not really a victory so much as them realizing the cluster-fuck they'd have to deal with when the angry masses started actually starving. They thought they'd force people's hand and they'd just roll-over and take their jabs. Honestly: this makes me a little uncomfortable. It tells me that they're still smart-enough to know when to let-off the pressure, in order to avoid mass riots. That's not good for our side.
That or the "edict" was just so badly crafted legally speaking, that this was actually the only possible outcome in about a month...

They are most-certainly delusional. Their population-control AI-prediction SHTF-simulation technology isn't. As long as they control all forms of media: people will lap-up their delusional musings, wholesale. This is a major crux to work against.
