They really didn't have a choice when they did it. When stuck between bad and worse, they choose bad. It's a sensible decision that controls the damage as much as possible. BTW the reason for Fukushima was corruption, you can bet there's a lot of cleaning up going on behind the scenes, the nips don't take that kind of shit likely. I wish we did stuff like get corrupt people in power to cut off body parts whenever they get caught.
