Deliberate, is my guess. From time to time someone leaves classified documents on a tube (subway) or at a bus stop. They're not even supposed to remove this stuff from the office, let alone lose it on public transport. And who would pick up "soggy documents found behind a bus stop"? I'm calling bullshit. This is a strategic "leak" to communicate to the Russians that we have a new aircraft carrier and we're not afraid to use it. The purpose?
