i like the way sweden i think it is does their fine. fines arent fixed amount, theyre tied to your income, you earn more, you pay more.
i seem to recall a dude that was fined like a million bucks for the equivalent of a 20kmh over the limit speed fine.
edit - although now i think of it 'no i wasnt driving my maid was' bang fine drops from a million plus to 39.95
