Yeltsin was the one who looted. Putin balanced the different fractions: The KGB/FSB/military, the 5th column who got rich by selling state assets to the West, the rulers of the provinces and the bureaucrats. He also got rid of all mobsters who took over under Yeltsin. And he reinstated the Orthodox Church.
Around $1 trillion in Russia assets are stored in the west, “this is the amount of money that has been looted from Russian taxpayers, and much of this is connected to Putin personally,” said Kara-Murza.
The source of such claims are the people who looted the remains of the Soviet Union and then fled with the billions to London or NY. Bill Browder, for example. They do everything to avoid extradition, bribing politicians, paying "journalists" to tell their story, and trying to create a new cold war.
