Not really saying much that Pakistan is out. Do you know what lives there? Daily black outs in those areas aren't unusual. Also, if you look at the live feed of the Vatican, the lights that are visibly on appear to have been "dimmed" as if someone just reduced the cameras ability to pick up light. The smaller lights wont show up.
