Translation: They don't want to extradite Assange while Trump is still in charge. If they did he could conceivably pardon Assange and he would be a free man again. If they wait however, even if Assange is pardoned, they don't have to release him. I bet they will allow the extradition but only after the administration changes to one more friendly to the deep state.

I am aware, but that was an old offer. Since then Trump has said that he is going to look into it more closely. That's not saying a lot however considering he said the same thing about big tech censorship and didn't do anything about it.
