I'd imagine that the US State Department would have to open formal relations with that country and there would be negotiations galore. This is not something I'm not that familiar with, but be digging into after work today!

I did a little reading and it seems like the process is much like a treaty where the Senate and President is involved, but I could not find anything that explicitly states that.
