The US does because quite a few members of Congress are on the CCP's payroll. I imagine its the same elsewhere.

I failed at finding a link which explains the US process for accepting a sovereign state. Is it up to congress, the administration, or both?

I'd imagine that the US State Department would have to open formal relations with that country and there would be negotiations galore. This is not something I'm not that familiar with, but be digging into after work today!
