I have only ever had one job that gave me comp and there was a cap on it.

When you work in a field with on-call that could go from a "oh, something looks slightly broken" to "oh fuck, everything is down" in five minutes then you now have a 40 hour week turn into a 100 hour week in the blink of a eye. You will get ALL of your comp time hit in that single week (they tend to cap it at 40).

Pay me or give my time back. I am so fucking tired of that shit.
